REPUBLIC OF UZBEKISTAN SECOND LIVESTOCK SECTOR DEVELOPMENT PROJECT WITH THE PARTICIPATION OF INTERNATIONAL DEVELOPMENT ASSOCIATION (IDA) AND THE INTERNATIONAL BANK FOR RECONSTRUCTION AND DEVELOPMENT (IBRD) IDA LOAN №7295-UZ

Livestock is one of the key economic subsectors of Uzbekistan’s economy constituting 13 percent of the GDP and about 50 percent (livestock value added) of the national agricultural GDP (AgGDP) without accounting for the estimated monetary value of organic matter from livestock (manure). Out of the total livestock value-added, cattle (dairy and beef) contribute 76 percent; small ruminants (sheep and goat-meat) nine percent; poultry (meat and egg) seven percent; and fish (meat) two percent. Further livestock value added comes from other livestock value chains, including apiculture (honey), rabbit (meat), horse (meat and breeding), ostrich (meat), and camel (milk). Livestock constitutes 45 to 67 percent of the rural household income and plays a significant role for food and nutrition security. It is also an important source of employment and constitutes about 27 percent of the agricultural employment,10 including in primary production and along livestock value chains. Dairy (cattle), meat (cattle, small ruminants, poultry, and fish), and egg (poultry) are the most important livestock value chains..

The project implementation unit of the "Second Livestock Sector Development Project" with the participation of IDA and IBRD under the Committee of Veterinary and Livestock Development invites individual consultants to express their interest in providing the above-mentioned service.

The Project Development Objective is to support the development of a productive, market-oriented, sustainable, and inclusive livestock subsector in Uzbekistan.

The project aims to transform the livestock sector by creating sustainable livestock systems that can effectively respond to growing demand for animal source products (ASP) and climate risks.

The following integrated components will be implemented as part of the project:

Component 1: Strengthen public livestock support services;

Component 2: Strengthen market and value addition infrastructure and facilitate trade;

Component 3: Green and resilient livestock value chains;

Component 4: Project management and coordination.

The project will be implemented in the Republic of Karakalpakstan and in all regions of the Republic of Uzbekistan in the period from 2023 to 2028.

Within subcomponent 2.3. “Operationalize AIR&T system” it is planned to support the government in the implementation (rolling out) of the AIR&T system in Uzbekistan.

In addition to presenting the relevant background information, consultant’s expressions of interest should include information indicating their sufficient qualifications (work experience, describing the appropriate education, skills and experience).

 

Consultant should meet the following qualification requirements:

  1. Science degree in veterinary medicine.
  2. Proven experience in the development and implementation of AIR&T systems in Central Asia or similar livestock breeding in developing countries (at least 5 projects);
  3. Proven experience in drafting veterinary legislation
  4. Postgraduate education and/or specialized training in epidemiology/risk assessment/animal identification systems/animal export certification;
  5. A minimum of 15 years of professional experience in the development and implementation of animal disease control programs and/or veterinary regulatory services, of which 5 years spent in developing countries;
  6. Experience in work with the veterinary service of the Republic of Uzbekistan.

 

Consultants should submit their REOI as an individual consultant.

 

Consultants will be selected in accordance with the procedures for Individual Consultant (IC) set out in the World Bank’s Procurement Regulations for IPF Borrowers, based on their expressions of interest.
